Because only a Halfling could forge the one-ring in the first place
It would take 171 years at 600 XP per year for a human wizard to have both DX 15 and the IQ 20 needed for Greater Magic Item Creation.
So where do all the magical items come from? A Halfling wizard of ST 4, DX 15 and IQ 20 who then learns Greater Magic Item Creation is only 39 Atr + one spell or 7100 XP. So this can be learned in a dozen years. So why a Halfling have the one-ring?

DX 10 about doubles your rate of time, cost and critical failures.
Which doubles the cost of magical items over their listed prices...

The point, however, is that the much-slowed XP and stat progression presented in the new ITL has yet another unintended consequence.
My revised XP schedule is looking more and more attractive (to me anyway). ;)

Well, since the availability and creation of 'greater' magic items are such a core element of the setting and it's economics, yes.

Doing an example
Powerstone (5 points) is $5000 (not counting the gem). At DX 10 that's 4 weeks at $1800 per week in ingredients or $7200, not counting employment costs or the critical failure chances. Either the Wizard's Guild is giving stuff away to strangers out of the goodness of their hearts or Evil Stevie didn't consider the ripple effects of his change.

I would think they are like interns that don't get paid but food/lodging is provided and they have opportunities to learn. Apprentices only make money when they are "leased" to the "free-lance" Wizard PCs. - Wizard Guilds no doubt have other trade secrets regarding the creation of magic items they don't share with the public. If you were to discover these secrets, you would likely find yourself a target for hired assassins...or permanently turned into a frog! LOL
