That's called an Eidolon and isn't actually an urban legend, but a part of the setting. The methodology may be somewhat different, but a VII-based one is probably doable too.

One particular urban legend that corrodes any society afflicted with it is the myth that all politicians are equally corrupt and phoney. It slowly kills democracies and secures the rule of dictatorships.

Yeah, I think this is supposed to be part of the service for personal SAIs and LAIs, to learn your habits so well that they anticipate your requests and otherwise know what you want before you want it. And to fill out the zillion surveys so other vendors help make it available.
