I think the "allow enemies an attack but move despite being engaged" rule would probably work best here. I think it would also help the "engaged fliers" situation - just say you can attack and be attacked by anyone you were within one hex of during the turn, but don't have fliers frozen in mid-air due to engagement. Dragons that are 7+ hexes particularly suffer because of the rules limiting how much they can turn when on the ground and engaged. |
