Harry Potter Munchkins: Gryffinfor ?

Someone pleas help! We have a bet on this and need an answer!

Playing as the Gryffindor house the card states: when in combat with a monster Level 10 or higher, draw an extra face down treasure card after defeating the monster.

We came across a monster that is Level 8 but it states the monster is plus +2 if you can see a tree outside.

The question is. Is the monster now level 10 and the gryffindor player can draw an extra treasure?

Or is the monster still a level 8 so they would NOT be qualified to draw an extra treasure.

A Monster's Level does not change, unless the card specifies that the Monster's Level changes. The +2 is a Combat Bonus to the Monster, thus not changing its Level. As a result, the Monster would be a Level 8 with a +2 Combat Strength, just like your Character being 'X' Level with +'X' Bonus modifiers to give your Character an overall Combat Strength.
