No. That's a Code of Honor, IIRC, and he already has a personal Code of Honor. I think Stays Bought is a good code for a mercenary, who often changes employee.

Then why does he work for the king of spain as opposed to the ruler he finds it convenient to work for?

Indeed, he might very well change employer if only given the opportunity. As mentioned, I wanted him to be quite unattached, especially so that outtimers can also hire him, besides other local powers.
Note however that he does have a quirk-level sense of patriotism. If they want to hire him, they'll need to make a good offer, or better yet, to show him that by working for them he won't really hurt Spain, or not very much (easier to do by an outtime agency than by a direct local adversary of Spain, naturally).

For the matter of that, there is a grey area between "favor-trading" and treason. Even latter eras who had less of a sense of humor about public irregularity accepted that spy agencies could use real state secrets as bait to confirm the credibility of a plant, or make semi-allies(like Canaris) in an enemy camp or other practices whose advantage to the state is obvious but which contains easy potential for abuse.
