Answer 52b)- Security Classifications
Directorate S uses the following classification protocol.
Unclassified information gets a "Classified: Sunlight" rating.
The ratings progress through "Cool Shade" (restricted), "Frost" (confidential), "Subzero" (secret), and "Hard Ice" (top secret). The highest, super sensitive, kill-on-sight rating is "Zero Kelvin" (ultra or cosmic top secret).

Nobody "knows knows" as that would prove very problematic for the Directorate.
However, Iran is aware that they're missing some nukes and the Directorate is on the list of possible suspects, Israeli intelligence have some indication that the Directorate was involved in something but won't pursue it due to their allied stance with Singapore, while Chinese and US naval intelligence have some anomalous readings from the South China Sea that they're concerned about but have drawn no conclusions on.

The Scarlet hand is using their own assets, which are unfortunately well suited to assassination: its one of their favorite tools. They have access to both desperados capable of throwing their lives away for a mission and hardened professional agents. This assassination appears to be leveraging both.

For rogue agents in general, Section S3 is expected to handle them- carrying out the investigation then making recommendations for action to the Committee. However, for section heads themselves, if such an unlikely event were to happen, it seems that Mr Livingstone would take care of the matter himself, possibly activating Imaginaries to carry out the containment or elimination ops.
