No write-up, but I want to base it off Krav Maga or some other similarly brutal style. He's no longer really a practitioner of it, but he can still recognize it and counter it.

SKYBREAKER

Real Name: Aireo.
Occupation: Intelligence operative, mercenary.
Identity: Known to the authorities; his existence as an Inhuman is unknown to the general public.
Legal Status: Citizen of Attilan with a criminal record in the United States.
Other Aliases: None.
Place of Birth: Attilan, Blue Area of the Moon.
Marital Status: Single.
Known Relatives: None.
Group Affiliation: Maximus's operatives on Earth; one-time ally of Aquarius, Firebrand, and Quicksand.
History: Aireo's history is unknown. As an Inhuman, his powers are presumably a result of exposure to Terrigen crystals upon achieving adulthood (see Inhumans). It is not known how long he has worked for Maximus, the Inhumans' ruler (see Maximus).

Aireo was first encountered staging an attack on the Kree spy turned superhero Captain Marvel alongside a number of other Inhumans, as part of a deal between Maximus and Captain Marvel's immediate superior, Colonel Yon-Rogg, to discredit Marvel (see Captain Marvel; Yon-Rogg). After being defeated by the Captain, Mar-Vell was given orders to execute Aireo and his fellow Inhuman co-conspirators. Instead, he and his co-conspirators were turned over to the authorities.

Under undisclosed circumstances, Aireo – now calling himself Skybreaker – managed to either escape or was released from custody. Abandoning his fellow Inhumans, he faced off against the Ghost Rider as one of a team of elemental-themed villains hired by an unknown party (later revealed to be the demon Mephisto) for an undisclosed amount of money (see Ghost Rider; Mephisto). During this caper, he was rendered comatose by the Rider's penance stare.

Skybreaker's Terrigen-altered DNA code was one of those provided to the Kree scientist Minn-Erva by Maximus (see Doctor Minerva). Whether he has recovered from the penance stare and his current whereabouts if so are unknown.
Height: 5' 9".
Weight: 140 lbs.
Eyes: Blue.
Hair: Red
Uniform: Light blue sleeveless bodysuit with a wide collar and black trim, light blue gloves with black trim, light blue shoes with black soles, light blue and black belt, light blue tinted visor.
Strength Level: Aireo possesses the typical strength of an Inhuman of his age, height, and build who does not engage in physical exercise.
Known Superhuman Powers: Skybreaker possesses several psionic powers related to the manipulation of air. First and foremost, he is able to generate a strong enough wind beneath and behind him to hold him aloft. In addition, he is able to generate whirlwinds from his arms which he can use offensively, as well as create ten foot tall walls of wind around an area. He has also been known to trap people in localized tornadoes.

That is one of the things that always bothered me. With all the high tech things floating around the TL for the man on the street should be higher. This disconnect even has a name - the Reed Richards Is Useless trope.

Another thing that bothered me was the total stupidity of the Sentinel programs (except for the current ones). The idea that AI will go bonkers and try its best to conquer or enslave us has been around since the 1940s.

More over something akin to Asimov's Zeroth Law of robotics appeared in Jack Williamson's 1947 "With Folded Hands": "serve and obey and guard men from harm". But the robot see nothing wrong with effectively lobotomizing individuals to achieve this goal.

Marvel has always played up the 'our world but with superheroes' aspect of its setting but how would anything like the Sentinel program even come into existence? Anybody with a functioning brain in their head would realize that "Protect humanity from mutants" was entirely dependent on how mutant was defined.

The moment the Sentinel AI realized Humans and Mutants can interbreed and produce fertile offspring it would realize "Mutants are Human beings" and then finish the syllogism with the now blatantly obvious "Humanity must be protected from itself" and conquer as much as it can to reach that goal. Heck, the 1990s cartoon Master Mold did this.

After some 40 years of Sentinels going nuts and rampaging across the country (and the public not so much as giving a peep) somebody with an actual brain came up with Sentinels that were mechs - ie had a Human pilot.

A) A lot of the really high-tech stuff in comics is presented as a one-time prototype. The TL on the street is still 8, maybe a high 8 by now; a lot of the ultra-tech stuff hasn't yet gone into mass production. (This is especially egregious when it comes to TL9+ tech invented by Reed, Tony, and Peter in the '60s and '70s, back in TL7... then again, in the '60s, Reed invented the microwave oven and the automatic dishwasher....) The TL doesn't go up until things hit mass production, after all. (The Basic Set and the various -Tech books keep saying this, yet folks always say "X is at the prototype/experimental stage, therefore we're at TL9!")

B) Marvel has shown many times that material science and construction methods in the setting are ahead of the real world. Despite the superhuman brawls that happen on a weekly basis, buildings aren't totally demolished. Also those that are demolished are rebuilt in a matter of days. Newer buildings are built to sturdier standards.

C) Gangs have been known to buy laser rifles from AIM. Same with law enforcement (depending on budget, but the NYPD, FBI, and Interpol all have lasers available to them; I wouldn't expect a rural sheriff's office to have one, though, simply keeping shotguns on hand, though maybe with specialty ammo).

D) I urge you to look at the Sentinels entry and the entry for the Vault federal superhuman supermax. Also don't forget to look at the Common Technologies entry. Also, as I will show with Misty Knight, once I get around to Iron Fist's cast and crew, cybernetic prostheses are likely ahead of the real world, thanks to Stark.

E) The Reboot is not the comics, exactly; it's a wholly new timeline. Use the comics as a reference at your own risk!

Re: Reed Richards is Useless... Several of his technologies have been shown to be dangerous during manufacture, operation, or maintenance. It's not that he's useless, but more that he's barely on the edge of being responsible. Unstable Molecules, for example, are apparently a trojan horse grey goo scenario just waiting for a less-than-Reed scientist to unlock and fail to control.

Re: Sentinels and AI tropes... Baseline Marvel (Earth 616) isn't exactly "our world plus supers". There are plenty of examples of sci-fi tropes that originated much earlier in our real world but were novel to the Marvel universe when they were introduced. The New Universe (original Starbrand universe) was supposed to be more of an "our world" scenario until the Pitt.

Re: Atlantean TL... In the comics 616, Atlantis has usually had TL8-9^ on par with Wakanda, but cataclysms in the early 2000's, and war later, caused many Atlanteans to scatter around the oceans and live an oceanic-agrarian lifestyle.

KREE SENTRY

The Sentry is a Kree robot design thousands of years old (see Kree). Originally designed by the Kree engineer Bronek over twenty thousand Earth years ago, the Sentry was originally designed to operate as a front line infantry unit, but has been relegated to standing guard in Kree military installations and depots inside, and sensitive locations outside the Empire. Due to millennia of redesigns and refinements, there are several different models and body types used. The most commonly encountered models are humanoid, standing roughly either nine and a half, fifteen, or thirty feet tall, while twelve foot long insectoid and arachnid models sporting heavier firepower are also known to exist.

All Sentries possess a number of sensors in their heads, though their controlling computers are located in the chests. These sensors include hyperspectral imaging giving it the ability to see in infrared, visible, and ultraviolet ranges, telescopic sights, a chemical sensor enabling it to analyze particulate chemical components, a wide range of microphones which let it zoom in on particular sounds, a radar detector, an internal radio and gravity wave receiver enabling it to listen in on local communications, a radiation scanner, multimode and terahertz imaging radar, ladar, and a bioscanner able to detect and analyze life forms as small as a gnat. It also possesses a quantum entanglement communicator enabling it to instantly send short messages back to the Kree Empire.

Because of its intended mission, the Sentry was designed to be powered by a triple redundant system of solar power collectors, broadcast energy receivers, and a cosmic background radiation receiver (similar to those of the Stark Industries ARC reactor (see Common Technologies; Stark Industries). In addition, the Sentry possesses self-repair routines through the use of applied nanotechnology which enable it to use local materials to repair damage to itself over time. Most Sentries possess particle beams built into them, either in their hands, eyes, or in the case of the insectoid/arachnid models mounted on their backs or tails. In addition, they are programmed to be competent at hand to hand melee combat. All Sentries by their design possess superhuman strength; the humanoid models possess mechanisms in the limbs which increase their physical damage output, and as a side effect also increases their ability to jump and throw.

One of the earliest Sentries, a 15 foot tall model, was brought to Earth by the Kree expedition that created the Inhumans (see Inhumans). This Sentry was left on Earth to monitor the Inhumans' progress, though it lost track of the Inhumans around 8000 BC. This Sentry put itself in standby mode after reporting its failure. This Sentry, Sentry-459, was recently discovered by an archaeologist in the ruins of Ηatalhφyόk, in the Anatolian plains of modern-day Turkey. Sentry-459 was then shipped to the United States, with the intent of delivering it to Stark Industries or the Fantastic Four for analysis. Upon entering the United States via cargo ship in Pensacola, Florida, however, it was activated by a signal sent from the orbiting Kree spy ship Hala by the commanding officer, Col. Yon-Rogg, who gave it the order to apprehend or eliminate a "traitor", Captain Mar-Vell (see Captain Marvel; Yon-Rogg). (At this time, Vell had not yet officially been branded a traitor.) The Sentry attacked Vell, though the Captain managed to subdue it by forcing it back into standby mode. The Captain warned US Army General Thaddeus Ross, the commanding officer of the soldiers who arrived to secure the Sentry, that the Sentry was only in standby, not fully deactivated; whether General Ross heeds this warning remains to be seen (see Ross, General Thaddeus).

At least one nine foot model Sentry robot was known to stand guard over the ruins of the Kree city in the Blue Area of the Moon, a crater with an artificial atmosphere and gravity well that is also home to both the Inhuman city of Attilan and Uatu the Watcher (see Blue Area of the Moon; Watcher). In 1970, it was this Sentry that was responsible for the problems experienced by the Apollo 13 mission. This Sentry (or one matching its description) recently reactivated when the Fantastic Four visited the Blue Area, but was demolished by the Four (see Fantastic Four). Whether there are other Sentries guarding the ruins is at present unknown.

A more recent model of Sentry, which resembled a giant mechanical scorpion, was later delivered to Yon-Rogg, a "reward" of sorts from Prime Minister Zarek (see Zarek). Rogg's plans for the Sentry in his pending invasion of Earth remain uncertain.

‡ Defaulted from Innate Attack (Beam).
§ Includes +3 from Hyperspectral Vision.

Role-Playing Notes:
The Sentries possess a non-volitional AI, intended to keep them from developing self-awareness and individuality

Design Notes:
1. Point values on the above are provided in case a player wants to assume one as an Alternate Form, has one as an Ally, or manages to physically possess one (either through transplanting the brain into the Sentry or through some sort of telemechanics power).
2. These builds assumes a campaign TL of 8, as would be encountered on modern-day Earth. In any cosmic campaign, the campaign would be considered a TL 11 setting, reducing the Sentry's point cost by 15 points.

STALLIOR

Real Name: Unrevealed.
Occupation: Intelligence operative, former militia soldier.
Group Affiliation: Maximus's operatives on Earth; formerly the Attilan militia.
History: Stallior's history is unknown. As an Inhuman, his powers are presumably a result of exposure to Terrigen crystals upon achieving adulthood, although it is equally possible his centaur body was inherited from his parents, as a number of centaur-like Inhumans are known to exist (see Inhumans). It is not known how long he has worked for Maximus, the Inhumans' ruler; by his own admission, he was previously an officer in the militia (see Maximus).

Stallior was first encountered staging an attack on the Kree spy turned superhero Captain Marvel alongside a number of other Inhumans, as part of a deal between Maximus and Captain Marvel's immediate superior, Colonel Yon-Rogg, to discredit Marvel (see Captain Marvel; Kree; Yon-Rogg). After being defeated by the Captain, Mar-Vell was given orders to execute Stallior and his fellow Inhuman co-conspirators. Instead, he and his co-conspirators were turned over to the authorities.

Stallior's Terrigen-altered DNA code was one of those provided to the Kree scientist Minn-Erva by Maximus (see Doctor Minerva). His current whereabouts, however, are unknown.
Height: 7' 1".
Weight: 425 lbs.
Eyes: Brown.
Hair: Black.
Other Distinguishing Features: Stallior's body greatly resembles one of the mythical centaurs, being a human torso atop a horse's body.
Uniform: Metallic cuirass, metal helmet with a plume of red horse hair.
Strength Level: Stallior possesses the normal strength of an Inhuman of his age, height, and body style that engages in intensive regular exercise.
Known Superhuman Powers: Due to his lower body, Stallior is able to run at close to 30 miles per hour.
Weapons: Stallior wields a ball and chain and a small metal shield. The ball and chain do not appear to possess any extraordinary properties; the shield appears to contain a prototype force shield generator (likely designed and built by Maximus) enabling it to withstand Captain Marvel's energy beams.

* Adjusted with "Size, -10%"
† Includes +2 to ST, +2 to DX, +1 to IQ, +2 to HT, and -2 to HP from the Inhuman racial package.
‡ Defaulted from Flail.
§ Defaulted from Musical Instrument (Keyboard).
# Includes +3 from Absolute Direction.

Role-Playing Notes:
Stallior is a soldier with the soul of a poet. He'd much rather spend time composing and performing music in Attilan's music hall than fight, but he won't shirk from his duty. Of all the Inhumans sent to Earth to oppose Captain Marvel, Stallior is the one that will attempt to keep the others from harming bystanders.

Just don't try to saddle him like a horse.

Design Notes:
1. Stallior only possesses Social Stigma (Freak) while on Earth; on the moon, among his fellow Inhumans, he lacks the trait. I included it because the bulk of the campaigns in the setting would take place on Earth (the United States specifically).

Next victim: the Supreme Intelligence! This one will take some time to do.

It looks like I only have 3 folks left from Captain Marvel's corner of the Marvel Reboot project: the Supreme Intelligence, Timberius (one of the Inhumans), and Mar-Vell's nemesis Yon-Rogg. The Intelligence will probably be the hardest of these three to do, if only to balance the updated tech assumptions with the classic and MCU depictions.

After that, I'm likely to go diving headlong into The Astonishing Ant-Man (and Winsome Wasp), who in the Reboot are located in Chicago. (Van Dyne's family is the majority shareholder of Dynatechnics, the research firm from the Howard the Duck movie.) I've already slated a handful of folks - including but not limited to Dr. Elihas Starr, his daughter Ava/Ghost, Silvermane, the female Crimson Cowl, and Ultron - but is there anyone you'd like to see added to their cast as an antagonist?

Unless there's someone else's cast folks want me to do first?

No need to do him first, but I think Darren Cross as Crossfire or Yellowjacket is too iconic to skip. Especially after the movie.
