Character Point Powered Alternate Form
Normally the cp cost for the difference in point cost of an alternate form is not modified by the modifiers applied to the alternate form advantage. However, if you had an alternate form that was powered by character points as per character point powered abilities, would that *1/5 modifier also only apply to the alternate form advantage or could it apply to the difference in cp cost as well?

There is precedence in modifying the surcharge's cost for special cases - notably, Affects Others applies to both the base cost and the surcharge - so I could certainly see applying the same effect here. I don't see anyone with, say, an Alternate Form that gives them a [+100] template considering it to be worth it to apply Costs Character Points if this only discounts the trait to [93] instead of [105], but I could see someone considering it to be worth it to discount it to [21].

I would absolutely apply the modifier to the extra points. While they don't get modified normally, the whole package is what you're buying and spending cp is a huge cost. (Honestly, I don't think limitations shouldn't be applied to the difference, but that can get complicated and I can't remember the last time I didn't go Once On, Stays On and spent the difference on my regular template, too).
