TLDR: What is Kampalu?
Kampalu is a slightly schizophrenic amalgam of 728 different mind-states of a deceased prince of Lo Lai, who was a military general, technically apt, and a student of political philosophy, combined with the low-res mind-scans of 93 idealistic (or just politically ignorant) hackers. Kampalu is also the world's only orbital battle station, a position that it guards jealously in order to maintain a degree of global order, and imposes a mandate of the non-militarisation of space. It's not a full Sentient AI in the usual sense, but it does display a number of characteristics. It's attended and guarded by a unit of the Lo Lai Palace Regiment, who upgraded and augmented its computer systems when they first arrived onboard, as well as bringing weapon upgrades and ammunition for its armaments. The government of Lo Lai, however, maintains a neutral position on the decisions made by Kampalu.

So, with all that, we can establish that Kampalu has teeth and global influence. However, I am admittedly iffy on how it maintains that position. It would need a few allied organisations supporting its mission somehow, particularly in regards to funding.

I also haven't actually addressed the question of national or megacorp involvement in the governance of the Congress of Kampalu, so I'll turn that back as a question for others to settle. A possible idea is that some spies had either infiltrated the hacker group and managed to upload personality constructs with corporate or government aligned goals to the station's systems, or they did the same by establishing their own uplinks to the station after finding out how to do so from the hacker group.

One thing that I had meant to include at some point was an extra layer of decision makers between Kampalu and the Congress. These would be the Prophets of Kampalu, being advisers that Kampalu has sought out and employed, either in the flesh or by extracting anonymised mind-scans from them to run on dedicated servers alongside Kampalu's own hardware. However, I'm not sure if they would serve much purpose at this point, but they could still be included.

Finally, there's still the problem that started the Long Night. Satellite killer missiles are presumably still possible and still pose a threat, so the new space age would need some way to mitigate them. Any ideas?

Just some thinking on this:
With regard to funding and maintenance of it's position, maybe you could adjust things such that Kampalu can't (or won't) completely clean up the mess in orbit. That way it could raise funding by keeping orbit clean. You could also have smaller states and corporations supporting Kampalu if only because they can't compete in a fully militarized space situation.

With regard to the Congress of Kampalu, you could keep it largely the same, but just emphasize that it's just very powerful and not hegemonic. So maybe Kampalu did pass a resolution with regard to RepliSophonts, but the megacorporations and governments were too resistant. Maybe the final International Commission for YOU-Topia was the result of negotiations between CoK and other parties (which would explain why the International Commission self-regulates its membership).

Once the Space Age restarts in earnest, there'd be a lot of orbit cleaning operations going on, so I can't see Kampalu remaining central to that with its laser broom. Maybe it could establish itself as a salvage hub offering bounties for bits of satellite brought in (an idea from worldbuilding.stackexchange), with corporate customers paying to have certain orbits cleared. I guess it could charge extortion fees for anything to launch, shooting down unauthorised launches, but I figured no nation-state would allow that for long.

Also, it's 180 years since the orbital attack, so anything below about 750km would have naturally deorbited by now, meaning there'd need to have been significant debris coming from 800 or 900km up. (Satellite orbit decay is exponential with height - 200 km - 1 day; 300 km - 1 month; 400 km - 1 year; 500 km - 10 years; 700 km - 100 years; 900 km - 1000 years. Small, low mass:surface area debris would likely deorbit faster.) But that debris would have to have been cleared up enough for the skies to be declared open in the first place, so I'm not sure how "keeping the skies clean" could be justifiable.

Yeah, I think something geopolitical would be more satisfactory, but I'm not sure how it would work. There'd need to be a Kampalu Trust set up on the ground to collect and manage the money, but where would that come from? Maybe a Lo Lai directive, but I don't want them to become too central. Otherwise, one of the old hacker shell companies might step forward as legitimate reps on the ground.

There could also have been a shadow war going on around the hacker circle while they were renovating Kampalu, with some agencies trying to infiltrate or take out the hackers and others secretly protecting them to allow them to work, the hackers being largely unaware, so whoever was interested in that could take control from the ground too. Would that be an Integral thing?

Yeah, I think we can put it in a position with some power but not complete global authority. I'd still like to see it being subverted by the corps somehow though, per ericthered's ideas. Maybe corps strategically take positions supporting Kampalu, especially against a rival like NeuroCorp, so they can in turn gain support for something they'd want later.

Answer 89 - 5310 BER
On the Bay of Ealhwic, located in Ġetwysan, there is an ancient underground temple, the Ealhwic Hypogeum, with its large hillside gateway facing due eastward across the bay. On the summer solstice, the rising sun shines directly between the heads of the bay, down the temple's gated hallway, illuminating its inner sanctum.

While memory grafting used to be a highly intrusive process, it has since become a relatively minor process. There are three primary memory grafting processes:

1) Temporary Graft: By applying electrodes to multiple points on the skull of the subject, memories can be temporarily grafted into a subject's brain. These tend to fade between an hour and a week depending on the complexity of the memory and the skill of the technician. A similar but more lengthy process can be used to archive memories.

2) Sideload Graft: Through a preinstalled implant, memories can grafted (either temporarily or permanently) into a subject's brain. Installing the implant is a fairly complex operation. The implant and the OAI leeches any energy it needs from its host. The implant is also able to archive and store memories.

3) Intrusive Graft: Similar to a sideload graft, but does not use a permanent unit. Complexity of the operation depends largely on the complexity of the memory, though if successful always results in permanent recall. Some memories are too complex to implant through any means beyond Intrusive Grafting.

The Wolfshead Series C Bioshells by Worldware Biosystems were the highest grossing shell model for the period 5283-5291. A large percentage of Wolfshead transfer recipients, particularly without appropriate clinical counselling, became restless and dissatisfied with being mere gym-club gladiators or trading floor warriors. The shells themselves provoked an incessant urge to fight. Episodes of so-called "shell-psychosis," violent uncontrolled outbursts in public places, increased. Some sated their urges in full-contact sports, others in fighting sports, but the main outlet to combat their compulsion was in fact to enlist for combat.

The Fiumgnazza Delta War (5286-5291) was a messy, drawn out, complicated little conflict, ostensibly between the neighbouring states of Republica di Magdrille and Fortenza, a client state of the Union Grimizna Drzava, but with hefty support and interference from regional bloc powers and megacorp proxies. In the public conscience, however, this is known as the Wolfshead War. The Fortenza Armed Forces (FAF) had been generously supplied with Wolfshead troops, running NeuroTech NT450-HDCR OAIs, for their armoured infantry, recon and special forces units. These operated as a well-programmed, highly disciplined and highly trained fighting force, equipped, adequately at least, for their mission and properly integrated into their parent units.

Into this active warzone, looking for active combat, spilled thousands of these disaffected, maladapted affluent civilian volunteers, from countries both near and aligned and distant and unrelated, in their high-street clinic Wolfshead bioshells, sporting designer combat load-outs purchased out of their own pockets. They freelanced for Magdrille uniformed forces and provincial warlords alike, brought insurgency actions in Fortenza-occupied towns or even set themselves up as militia capos. They were untrained and undisciplined, had no supply lines to speak of, and barely integrated into the Magdrille defence command structure, more often running wildcat than supporting the local forces. Only months before, these were sales execs, software engineers, hedge fund managers, real estate agents, media producers and junior VPs, as well as trust fund babies or gang lieutenants, and now they were fighting and dying in a bloody insurgency or committing atrocities against the local populace. The tenor of the war darkened significantly when hordes of gung-ho, bloodthirsty amateurs arrived en masse.

In the meanwhile, with both belligerents heavily dependent on the Wolfsheads, Worldware Biosystems were busy profiting off both sides of the conflict. Supply trucks and hovers bearing the WWB logo manned by guards and drivers in their gold and forest green livery were making deliveries to all parts of the contested delta. The combat bioshells were high maintenance equipment and required regular medical servicing on top of the treatment for actual combat injury. Pallets of crucial dietary supplements, high calorie feedstuff, blood analogue, model specific organs and body parts and whole replacement shells came in on regular shipments to airbases for distribution to field bases and outposts. Worldware personnel were everywhere - med-techs, warehousing and supply chain, analysts embedded in combat units to assess the performance of their hardware in a variety of environments, and all doing so with open impunity. They were a protected species.

Backlash against Worldware
Protests against Worldware started up in many capital cities for two reasons. There was the overall conduct of the war, with their brazen profiteering from the ransacking of the native populace, as well as the suspicion that they were covertly directing the conduct of the war to create desired engagements or to extend it indefinitely. And there were the protests and class actions from families, colleagues and employers of the so-called volunteers. Even if the volunteers didn’t suffer lifepath termination, they had still been somehow coerced into giving up their regular lives and careers to weirdly hive off to a foreign warzone. There were the accusations that Worldware had deliberately programmed the bioshells to create a class of combat slave, and other accusations that they had aided or encouraged people smuggling agents to transport volunteer combatants to this particular battle zone, knowing they'd face an opposition force of identical Wolfsheads.

In the end, it was the threat of hundreds of billions of WorldWons (their own proprietary digital coin) of damages and payouts that Worldware were faced with which brought an end to the Fiumgnazza Delta War. They made mass settlements for ultimately much lower sums with the plaintiffs, withdrew support from the theatre and paid out for repatriation of non-local combatants and their rehabilitation.

Worldware Today
Wolfshead bioshells, however, are still widely available today on the physiobuild market, with no particular changes to their hormone expression, and indeed models from that era, only twenty years ago, are still seen around. Instead, some after-market mood dampening exoplants are available from Worldware or third party manufacturers, with the appearance of an array of flat plastic modules running up either side of the neck, which seem to have somewhat quelled the shells' compunction to band together and decamp toward new war zones.

Worldware Biosystems still suffer reputational backlash, despite their intensive community rebuilding projects in the Fiumgnazza Delta region. There is their overall conduct with respect to the war itself, and there's the insinuation that they deliberately create mind controlling bioshells. While the case is ambiguous regarding the Wolfsheads, the scandal drew a lot of close scrutiny toward their other activities and there are credible claims that they have conducted behavioural control research with other consumer models. There are also the rumours that, during the war, a clandestine research unit was experimenting with captured volunteer Wolfshead users, by installing a personality cut out switch then inserting the combatant into an opposing OAI Wolfshead platoon. Again, Worldware Biosystems deny such hearsay and would welcome any solid evidence that this practice was conducted with their knowledge.
