No collateral damage = No roll to hit required?
Recent discussion with someone about a machine gun like super attack. Specifically the fact that the 'energy bullets' that miss the target instantly vanish so not even someone in the very next hex runs a risk of getting hit.
Would this pretty much be the same as Cosmic: No To Hit Roll? |

I'd call it Cosmic: No Stray Bullets (+50%) in a game that other wise observes the Comics Code, and +100% in a game where collateral damage is capable of hitting people.

Powers 105:
An attack with Selective Effect and Rapid Fire can hose down an area that contains both friend and foe without risking a "friendly fire" incident. The GM might even permit Selective Effect on attacks with RoF 1. This would prevent shots that miss or overpenetrate from hitting allies in the line of fire. Either option is suitable for the "smart bullets" seen in pulp sci-fi. |

So how do you build the smart bullets effect into a Power? Player wants to throw a hundred bullets downrange and have nothing damage bystanders even if the target is in the middle of a crowd.
To me that sounds like it has to be Cosmic of some sort. The closest one I could think of off top of my head for functional equivalent was 'No Hit Roll'. Not rolling to hit seems equivalent to never having to roll to damage bystanders. Side note edit about realism: The PCs are Supers and therefore allowed to be cinematic if they build their powers right. The rest of the world is normal mostly. |

In case they aren't being clear enough Jasonft, you add Selective Area* (B108, as per P105) and Rapid Fire (B108) to the Power.
* The name is 'changed' to Selective Effect in Powers to reflect it's expanded usage. |
