*My question is as follows: when does the card effect apply to the user?
When is it wasted?
Also, In-case I used it before Kicking Down a Door, but didn't find a monster. Does the bonus apply to Looking For Trouble as-well?

You use it just before your kick down the door. The effect applies if you find a Monster when you kick down the door, or, if that doesn't happen, you choose to look for trouble in that same turn. If those things don't happen, the effect is wasted, the card is discarded and you go on with the rest of your turn.
