Basic thing:
It is a super power like any other.

Thus it must fit the campaign. Basically there are quite many "mundane" abilities in Gurps that are super powers in high levels and any such much be thought through by the GM and likely discussed with the player.

In many ways in a "realistic" game the the effects would still be limited as there are only so much you can buy as things like availability and laws come in between.

A minor note: I would not allow independent income that high in most cases. Independent income 1 is about the max I allow for wealthy characters.
