I don't know, my friend, that seems like a lot for something that is essentially a limitation. It says once when they first enter. It seems like the intent is for it to only hit someone once in the scene. "First enter" isn't really "Whenever they enter." Guess this is probably worth asking in the FAQ.

Innate Attack has its own interpretation of fields in Powers. In Powers, Emanation also gets its own category that explains its functions in greater detail.

I have read those. I went ahead and searched the entire powers pdf for every mention of emanation to read every entry where it comes up in case any of it clarified this question and none of it did (for me.) The innate attack interpretation of how emanation works has been my working assumption for how the modifier works when applied to any attack, whether innate attack or affliction, ('An expanding ring of energy') which probably explains why the idea of applying always on to it made no sense to me.
