They would handle them by giving Clint Eastwood's characters Intimadation Skill equal to Eastwood's Performance Skill.

Or perhaps by expanding Performance with Techniques such as Performance(Emulate Skill) which would be defined as the ability to appear as if you actually had thsi Skill while using Performance. Eastwood's Performance (Intimidation) Technique would be near the world's best.

It's easy to overlook the effects of simple high rew Skill. For example, during the HT playtest the question came up whether or not allowing Zen Marksmanship for Rifle was unbalancing. Test builds showed that if you took the same pts that would allow for an effective ZM Rifle sniper they'd give you a "regular" sniper of Skill-30 and that worked at least as well as the ZM build.

So if you want to emulate the efects of Intimisation in the movies the answer can be as simple as to spend enough cp to achieve a Cinematically high Skill level.
