Default thief stealing abilities

Can a thief steal an item being carried by a comrade or hirling?

No, because Hirelings aren't Items. (Unless a Hireling has a Gold Piece value, but I don't think any do.)

So a thief can't steal a small item that doesn't have a gold piece value associated to it?

An in-play card does not represent an Item if it doesn't have a Gold Piece value (including the phrase "No Value") associated with it. If you have any specific cards you're concerned about, please list them.

Items, by definition, are cards with Gold Piece values. (This includes the printed phrase "No Value," which is the same as zero GP.) Cards that have no printed value at all are not Items.
