Hmm. I've been hoping for an expansion that will make the game more difficult so that monsters win more and runaways succeed less. This sounds like it would do the opposite and make players even more powerful.

Pretty sure that was the Monster Enhancers expansion.

And Curses, to overall weaken the munchkins.

In my experience, I seem to always get stuck at level 1, fighting level 15+ monsters with virtually no equipment to help... so, I'm all for this set. Eventually, the deck will turn to my side.

well, most often the crucial factor of difficulty is your opponents. if players are unwilling to cooperate in the early game, things get more difficult...

Is 'Cheats' separate from 'Cheat With Both Hands', or do the two sets overlap?

It's a new 30-card expansion. There are a few cards that are the same (Cheat, Cheat With Both Hands, Cheat Like There's No Tomorrow) but most of the cards in Cheats are entirely new.
