"Each other player" means what exactly?
I want to be clear on the phrase "each other player" since it appears on many cards. Does this basically mean "all" players not in combat? Does it mean select players in the game?

It typically means each player that is not the player playing the card. That is the case for Magnificent Hat, Dogpile and . . . And Its Little Friends. For Curses and Bad Stuff, it is every player except the one that was hit by them (e.g., Curse! Ants, Lawyers, etc.).

Yup. "Each other" and "every other" can have different meanings, depending on context. The context for almost all, if not all, Munchkin cards is with respect to the person either playing or being affected by the card in question. In these cases, it could be read as "every player, other than you[.]"
