In GURPS Thaumatology: Chinese Elemental Powers, I included Overhead in Elemental Storm (which had precedent in GURPS Power-Ups 4: Enhancements); but for the earth-based version I added Overhead, From below, +0%, to tweak it to come from the earth and not the sky. Kromm approved the build. So I think that's as official as you could ask.
