I use the computational complexity rules from Thinking Machines (Pyramid #37, Tech & Toys II) which required me to construct my own table of Complexity levels for software from various GURPS supplements.
This is what I came up with. It puts "basic" software tools at C3, "good" at C4, "fine" at C5, and "best (at TL)" at C6 — with variations for specific software called out as based on things in Ultra-Tech and other books. Code:
