How to price items which grant special abilities

I would like you to help me with 3 situations:

How do I price an item that grants me Altered Time Rate (or similar advantages)?
How do I price an item that grants me an ally?
How do I price an item that lets me do fireball (with all the magic requirements from the basic system)?

I want to know this in order to establish the cost of signature gear and the like.

You could use metatronic generators for the first two, although the first could also be an item enchanted with Great Haste. The third is just a fireball wand.

You could just design them as gadgets. For example, an artifact that grants Altered Time Rate could be represented in the following way.

Amulet of Haste: Altered Time Rate 3 (Breakable, DR 5, SM-6, Not Repairable, -40%; Can Be Stolen, Stealth or Trickery, -20%; Costs FP, 4 FP/minute, -20%) [60]

You could also give it a value of $500 per character points, or $30,000.
