[DF] Bow Fencer Retreat
Are Bow Fencers meant to get the benefits of Fencing Parries with a +3 on Retreat? Is it Parry 0 or 0F?

You're parrying with Bow skill, not a fencing skill, and the only analogy is "as a baton" which has Parry 0, not 0F, so I think Bow "Fencer" is simply fluff. I'd treat it as a DR 6 (heavy-ish) baton wielded with Bow skill.

From a balance perspective, I don't think giving Bow Fencers another way to boost their defenses is going to help much. Let them live with their unreasonably high Parry but don't boost it any by giving them the Fencing bonus.

Are they hurt by encumbrance? Because if they do get 0F then they definitely should be.

The word "Fencer" in "Bow Fencer" is pure color. The bow functions as a baton, as the descriptive text suggests, and has a Parry stat of 0, not 0F.
