And frankly, I expect a strong man with a shield is more likely going to knock me over with a shield rush, than I am that a weaker foe whipping me around my torso is going to get me to fall down. |

This seems perfectly reasonable for the whip and lasso. I'd even consider letting someone entangled used a free hand to try to yank the whip/rope from their assailant's hand, knocking them down on a crit roll.
