So according to RAW, any non-magical method of divination should work.

"• Ceremonial magic may not be assisted with
Wishes, Luck, or Bless spells. In general, magic cannot
affect or predict the outcome of a ceremonial ritual."

Since only magic cannot predict the outcome, if you really want to be a rules lawyer, than psionics, supernatural power, or any non-magic method *can* predict the outcome,

However, it still is the clear intent that exactly what Hal was trying, is to be avoided. Again, spirit vs. letter, and now I need to go look at some psionic abilities... :P

That quirk can also be removed with remove enchantment.

I didn't realize luck was divination. Does luck affect divinations? That would get into a morass, wouldn't it?

If the GM wants ‘em to, sure... but that's not what the rules really say, though. To my mind, a reasonable extrapolation would be that related traits, regardless of source, would likewise not work.
