Several people know, but they aren't currently telling. Obvious possibilities include Meta-Traits and Races; weirder ones might include Societies, Economies, or Solar Systems.

An interesting suggestion. That would make both City Stats and Boardroom and Curia template books, which I suppose they sort of are.

The W23 Digital Speculation thread is where multiple people post rumors and such. Its a good source for guesswork but really we know little about the details for any manuscript till its released.
My guess is it discusses racial and professional templates and offers advice for building ones with flavor, not just super optimized. I am hoping if thats the case it also discusses things similar to GURPS Powers to provide inspirational ideas and different perspectives.
