Dr. Jackal & Mr. Hide swap to win the game

So our setting was the following:
A level 8 Munchkin played out Mr. Hide. Nobody did interfere in the fight and she then swapped to Dr. Jackal and told us she won.
Since one can swap then at any moment that lead to different interpretations what that means.

Our possible scenarios:
1. Jackal and Hide get swapped, since everyone told they won't interfere ->Game Over
2. Once everyone said they won't interfere, Hide is killed an can't be swapped anymore.
3. Swapping Jackal and Hide makes a new Situation and people can interfere no matter what was called before.

Which one was correct? Or were all wrong?

Once the monsters were swapped, everyone had a chance to respond.
