You're misreading what that means. An item is mage only if any of the enchantments has a mage only limitation. Whether an enchantment has a mage only limitation is specified in the 'item' description and has nothing to do with the prerequisites of the spell.

But the fact that an item isn't "always on" doesn't mean it's "mages only". Numerous spells explicitly say the magic item for them is "mages only," but Lend Energy only says, "Wand, staff, or jewelry. Energy cost to create: 100" in the "Item" section. Compare say, Air Jet, which says, "Staff, wand, or jewelry. Usable only by mages; if the item is a staff or wand, the air jet comes from its tip. Energy cost to create: 200" (emphasis mine).

Yes, I agree, mage-only items say that they are mage-only. Otherwise, they can potentially be used by anyone who knows what they are used for.
