Multiple Targets [Basic/Powers]
When using Area Effect or Cone with Selective Area, it is possible for characters to limit the effects to specific targets with the area of effect. For example, a character with Affliction 1 (Agony, +100%; Cone, 10 yards, +140%; Malediction 2, +150%; No Signature, +20%; Super, -10%) [50] could choose anyone or everyone with a 10 yard cone to suffer agony without anyone being aware of the source. At what point does excluding targets become ridiculous though?

I see this as more a function of special effect.
A cone of fire seems unlikely to be that precise, but a computer controlled weapon such as an automated laser turret makes sense. Likewise magic and psionics seem like they would be very versatile.

Generally I let the player choose if they want to:
a) include everyone by default and exclude individual targets that you detect* <or> b) exclude everyone and only include targets that you detect*. Detect can be sight, sound, detect powers, radar, or whoever. |
