If you haven't already, you might want to read the section on Parrying Bullets, from Supers p122.

Act. Not RE act. There is a huge difference.

The person with ATR will complete his action in half the time, and can start a new one. But if an average person takes 300 ms to notice someone pointing a gun at them, ATR guy doesn't notice this in 150 ms. He's got a 300ms delay like everyone else, giving him no advantage in dodging the bullet, and no ability to rearrange his actions into other peoples turns without having IN ADVANCE declared that some of his actions were Waits.

"I wait for him to shoot at me, then I run across the room and punch him in the face" yes. Not "Oh he's shooting at me! I run across the room and punch him in the face!"

Thanks for pointing that out. Basically supports all the arguments, I'm sticking with my houserules as they are for now (see upthread) until I find a compelling reason to change them.

Not that I want to squash discussion, this is all good. :)

Eh... Go with what feels right, like I always say :) You're making the buy-in tougher, but that's not necessarily a bad thing.
