Cast the higher level Immunity to Slippery Floor on all of a figure's footwear (two boots or four horseshoes for a centaur, the entire set counts as one item for enchantment and the rule of five) and it can ignore all footing penalties. Note that this only negates water up to ankle deep, but this also includes immunity to Sticky Floor.

Cost of manufacture/enchantment?

I'm wondering how much it would cost to outfit a whole ship's crew with them…

Probably way too much, but I'll bet the Captain can afford a pair.

"higher level Immunity to Slippery Floor" has the same enchantment cost as "higher level Slippery Floor".
