[Powers] Flight (No Upward Movement, -X%)?
Psionic Powers has a limitation called Slow that can limit the air movement while using Flight to move 1, this seems perfect to star modeling soft landing abilities (Illustrative Picture).
However, without further limitation it would also allow the character to fly as high as it wants. How much a limitation that prevents the ability from being used to move upwards would be worth? As a related question, is there some limitation that limits the amount of time the ability can be used? Limited Use is very close, but it limits per "use", not "time". Would converting it be a 0 point special effect? i.e. "Limited Use, 1 use/day, Slow Reload" would allow 60 seconds of use before it would require recharging. It can be continuous 60 seconds of use, or 12 uses for 5 seconds each. |

If there's no upward movement, how are they flying? There's the Low Ceiling Limitation.

Also, I didn't see it the first time, but I think having that increased level of granularity for Limited Use would definitely make it be worth less as a limitation. Personally, my gut feeling would call it +5%, with it not being a worthwhile limitation if it ends up as -0%.

Maybe just take this as a literal interpretation of the power.
Accessory - Mental Parachute (No die roll required +100%, Telekinetic/super/whatever -5%, No Signature +20%, Cosmic - works at any height +50%, Cosmic - no mass +50%, requires mental "repacking" after use +0%) 4pts. This lets your character deploy a parachute and safely and slowly glide to the ground during any fall. Afterwards, it requires the user to concentrate for a while to repack the chute for their next use. |

That's Preparation Required, as opposed to Immediate Preparation Required.

My first thought was also a heavily modified Accessory in that vein. Or you could buy all HP with Massless +0% and Reflexive +40%.

Sure... but unless it literally means they're dragging a "telekinetic chute" around (and thus a nuisance), it just requires several Concentration actions (even if it is five minutes worth) at any point before they next require it's use and at best is ±0%.
