How to price items which grant special abilities

I would like you to help me with 3 situations:

How do I price an item that grants me Altered Time Rate (or similar advantages)?
How do I price an item that grants me an ally?
How do I price an item that lets me do fireball (with all the magic requirements from the basic system)?

I want to know this in order to establish the cost of signature gear and the like.
