Vow (No Magic)
What would Vow (Refuses to learn magic or be the target of friendly mages) be worth in a campaign with normal mana levels and fairly common interactions with mages? Is this better modeled as a Vow or a Discipline of Faith?

I would go with -5 or -10, depending on exactly what you mean. If everyone is expected to have magic items and healing potions (or at least frequent magical healing) I would go with -10.
It would also be a Vow. Discipline of Faith refers to daily rituals and lifestyle choices. Vows refer to rules to live by. |

Does it includes magical itens and potions? And what about magical materials? If the answer is yes to all I would say that it has to be at least as bad as Phobia Magic (Basic 150) that is -15.

Refuses to learn magic isn't worth anything other than "you don't have to put any points in spells". Refuses to accept magical aid is probably -10, or -5 if you have magic resistance (since MR makes most of it work poorly to start with).
