Default Giving Allies damage bonuses (power review)

I made the following power and I feel like it may actually be sort of broken.

For 1 FP, the PC can activate a field that lasts for 3 seconds and stretches in area 2. 1 ally can be affected. If this ally leaves the field (or the field leaves them/goes down) then the effect on them immediately ends.

Innate Attack Burning 1d [5]
Follow Up [+0%], Universal (Apply to Any Attack Type) [+50%]
Affects Others 1 [+50%], Area Effect 2 [+50%], Aura [+80%]
Reduced Duration 1/20 (3 seconds) [-25%], Hearing Based [-20%]
Terminal Condition (Target leaves field or field goes down)[-10%],
Nuisance (Must be only active Rally) [-5%],
Costs FP 1 [-5%], Sonic [-20%], Activation (WL/H)[-10%]
= 12


So my question on this centers around how good it is. For 12 points, they are now letting any ally get +1d burning, which even though it isn't added until after the penetration modifier is calculated, is still pretty dang good in a TL3 High Fantasy setting.

Any thoughts on the build? It is actually level 1 of 4, the other levels do not increase the damage at all, but it eventually lasts for 30 seconds, covers area 8, and affects up to 4 allies for 28 points.

You need to start with an advantage granting affliction for what you are doing here. Most of your modifiers don't make sense on an Innate Attack

Placing Affects Others on an Innate Attack looks problematic. I think the proper build is to use Affliction.

I believe Innate Attack is indeed one of the examples listed as inappropriate for Affects Others.

The goal is to allow pc's within the aura to do extra damage as a follow up, and follow up can only be applied to attacks.

Is there another way?

Yeah, there is. Use Aura of Power (Meta-enhancement from Power Ups 4 and Pyramid 3/19), Song (from PU4), or a similar enhancement set, together with an Affliction to grant Innate Attack (Follow-Up) to all your allies.

Couldn't I just do my current aura setup using affliction with advantage instead?

How about this then? I switched it out to use an affliction which confers a follow up burning pt of damage to the affected ally. Seems more balanced to me, and dispels my concerns on point cost vs. effectiveness.

May I ask what the "Affects Others" is for? Afflictions are supposed to affect others. That's what they are for...

"Sonic" and "Activation (WL/H)" are two modifiers I'm not familiar with. Can you explain and/or cite sources?
