Default Swaying the Populace

So I'm thinking about rules for persuading a population that can handle a wide range of TLs.

Social Engineering is pretty vague here and as a book is more focused on social interaction topping out at the crowd level rather than stuff like "how many people in Area 11 join the Black Knights".

THS gives us two other 4e options in the form of Toxic Memes as filtered through Changing Times and Big Media Memetics. I'm not terribly familiar with either (though I recall both being described as rather weak in terms of effect) though Big Media Memetics has a discussion of how to adapt it to non-THS settings. I'm not entirely happy with either of them. For one thing as they stand they are both kinda based around a "you spend money spreading your message and..." model which has drawbacks for some approaches.

City Management might be plundered for rules bits in some circumstances.

Am I missing anything?

What are your impressions of the current systems as a basis for a system that also handles lower tech interaction with a population? Have you come up with any house rules for this sort of thing?

I was going to mention these too, and add that we found they worked nicely a couple of times in our game.

No I forgot about that. I wouldn't use the actual Social Gadgeteering trait but using the invention rules for political and cultural change is an interesting idea.
