7'9" is comfortably into SM +1, so he'd have Gigantism. If his feats of strength are accurate, the most impressive is probably the 2,800 lb anchor being lifted to his chest. I don't think GURPS has a "lifted and held to chest," but with two hands (which I presume he would have been using), you can lift up to 8xBL over your head; you should be able to manage more than this if it's just lifting to the chest, perhaps 12xBL? That would put his BL at 233.33 lb, or right around ST 34. That can be reduced if we assume the character has high Lifting skill - and further reduced with high Lifting skill when floated to Will, if the character opts to use Extra Effort. If he was given a couple attempts to lift that anchor, he could have reduced his Will-based Lifting skill to 10 and still had a 50% shot (likely managing in two attempts); if his Will-based Lifting skill was 16, that would be good for a +60% to BL, letting him get away with BL ~146, or around ST 27.

His body weight (510 lb) would put his GURPS ST somewhere around 16, which may be more realistic - well above the human norm, but not so extreme.

Hes the largest man to not have gigantism :) was the 11 IQ for being in the 19 century? considering this is not his Peak strength. if he trained like a modern strongman what would his cap STR be?

The GURPS Gigantism trait and the real-world gigantism medical condition are two different things. The former means you're higher SM than most of your species, and are thus easier to notice in a crowd and generally have to make or purchase expensive custom clothing rather than being able to use the cheaper general-purpose stuff most of us use. The latter in GURPS would probably combine that with reduced HT and, in later life, various Disadvantages like Chronic Pain, Lame (or at least Reduced Move), etc.

GURPS doesn't cap human ST, unlike the other traits, so technically there's no limit to how strong even an SM +0 human can get. If we assume an actual cap of around ST 25 for a 6' tall person, MacAskill's peak potential ST would be around 32 (he's around 1.3x as tall as that 6' person, so with the same body proportions he would be 1.3x as strong).

I regarded commercial success, social amenability, and the situational awareness after the possible killing in the bar fight as evidence for a better than average IQ.

I used the carrying (15x basic lift) of the anchor (est. 2500lbs) to reach approximate ST28 (BL 156lb.)

Guncotton is an early form of nitrocellulose, which is the primary ingredient of single-base smokeless powder. The rounds in the video have a hank of bare guncotton attached to the back of an ordinary Mime bullet, being fired from a caplock muzzle-loader rifle intended for black powder.

Dropping those down the barrel of a rifle that has been heated by firing several shots looks dangerous to me. If they cook off, which will be much easier than it would if there was a metallic cartridge case enclosing them, that bullet is going to come back up the barrel very fast.

They don't work very well, which is perfectly reasonable because the chap in in the early stages of experimentation. Historically, guncotton was not used as a propellant because it exploded when confined, rather than burning very fast, which is what you want for a propellant.

If you want to use them in GURPS, they'd be TL5, available from 1847, and they'd reduce loading time and Malf. They'll be made obsolete by safer smokeless powders from 1888 or so,

Gun cotton was used as a propellent by Austria. and only abandoned the Idea due to cotton becoming expensive. according to the guy https://youtu.be/WfFrOsT9k0c?feature=shared
