Tactical Shooting p.27 has a "Countersniping" section all about "Locating the position of an unseen shooter" that might be helpful.

It definitely supports the idea of allowing a hearing roll to hear the bow shot at a distance, which makes me feel like my potential rules are reasonable.

A second thought that I just had with this situation: How would you all handle defenses against these shots? I don't have any real life experience with archery so I don't know if it's possible to spot an arrow mid flight soon enough to take action, even if you didn't see it aimed or fired.

Its less cinematic then dodging bullets.
Really it depends on the range and power behind it.
For playability I would allow it. Even if you dont see it coming right away if your moving erraticly the delay can make an easy miss.
