Well, I would suggest keeping to a scientific (or at least pseudoscientific) version of vampires. You could throw out everything from folklore and fiction and just start with two essentials (afraid of sunlight and consumes blood) and build your vampires from there. You would make them into your own personal take on vampires, which will have the advantage of making them new to your players as well.

Are they visibly vampires? If not, then Enemy should not be part of the template (and an additional Per+2 is also cheaper than three acute sense at +2 and more effective).

Maybe a mistake with the virus design caused the vampire problems e.g. "Delusion: I can only feed from blood"...the vampire could actually eat whatever a human eats but they don't want to, so it amounts to the same thing.

Unless Switchable is put on those Fangs and Claws the answer is "Yes". If Switchable is not added there are probably a couple of Unnatural Features.
My main advice is to drop Regrowth. You're spending far to much on it for a tight budget. With the Regeneration in there you're getting the effect of Rapid Healing and lost limbs are extremely unlikely.

I agree. I would replace Regrowth with Unbreakable Bones, which only costs 10 points.
