What is the best source for unit TO&E's.

Among canon sources, right now I'd have to say the Ogre Miniatures 2nd Edition rulebook. It's got a (small) chapter dedicated to command structure, some example formations, ranks (and where cybertanks fit into the command structure), etc.

but it's worth noting that overall, there really isn't one. That really isn't the point of the game. It's a war-game, but the small scale lends itself primarily to small force selections; TO&E really doesn't factor into it much. That's not to say it _can't_, just that it wasn't designed with that in mind as an integral part of the game.

while there aren't many 'official' TO&E's I see it as actually a good thing as it lets us design our own.

Sure, there's definitely value in it for those that like that sort of thing (I personally don't care, but that's my prerogative). My point is just that there isn't much official material because it didn't "need" it. I think OM has it only because the Miniatures crowd expects that sort of thing, so follows the expectation.

The beauty of Ogre is there's something for everybody, and if there's something missing, someone has stepped in to add it. :-)

Every time I think about what the TO&E should look like, I remember what the battlefields of the Last War actually looked like and realize that they probably went out the window somewhere around day 3-4 of the conflict and never really recovered... :)
