Default [Magic] [House Rule] Casting Time Question

For an upcoming low-tech fantasy setting of mine ...

Currently, a spell with one second casting time has the mage declare that they are casting the spell and then spend one second concentrating before the spell goes off at the end of that second.

I'd like to change it so that a spell with a one second casting time has the mage declare they are casting the spell with the spell going off immediately (in the same fashion that a melee declares they are attacking and the attack goes off immediately).

What (if anything) breaks if I remove the special timing for casting spells?

Unless you're playing 3rd edition, this is a misread of the rules. It actually says at the end of your turn. This is the same thing as what the house rule you are proposing will do. The spell goes off immediately, and the only way it can be interrupted is with a Wait action take prior to the caster's action.

In short, go ahead and use your House Rule, because it changes nothing! :-)

Nothing, since you're switching to RAW for 4th edition. I have in fact just written another post on this very same matter in another thread, here.
