Welcome to Killer (pop. 618).

In South-Western Germany, you can really find a village with the name Killer.

It lies in the Killertal (Killer Valley), and you can find there the remains of the old Burg Killer (Killer Castle), seat of the Herren von Killer (Masters / Lords of Killer).

In Killer, you can also find Germany's only whip museum.

Also, the town sign is stolen rather often.

But it really depends on how we're defining the specifics of mind-reading.

A valid thought. Normal telepathy is something you use when you want to communicate that way.

However, Mind-Reading (Always On) or Mind-Reading (Reflexive) would have the problem. Esp. if AoE as well....

Because it's absurd and serves no purpose. It poisons the well of belief so no one considers that explanation for when high value targets are hit.

To at a minimum foment distrust and animosity between the US, FSU, and China to reawaken the Cold War, and perhaps to provoke a hot war. The scheming mastermind isn't tipping their hand, because they're not Russia or China. They're being framed.

The real villain could be a weapons manufacturer dismayed at the lack of profitability since the good ole days. Or they might just need the superpower pieces removed from the chessboard before the rest of their plans can be put into motion. Or they might be hoping to remove all or most of humanity -- who, after all, are responsible for all of Earth's ecological problems, and on a planetary scale, even the nuclear destruction of human so-called "civilization" is limited and brief. Gaia made them do it.

And the diplomats aren't random. They're the ones that didn't sign on to Hillary's post-election plan for world domination. After all, the Secretary of State is in the best position to have access to US diplomats to properly poison them or prime their physiology to suffer from the new -- US -- weapon.
