Advanced Alter body
A PC's Enemy is a Merlane (wizards who specialise in creating the kinds of weird hybrids in That Other Game, from an old Dragon magazine issue). Most of the spells have equivalents in GURPS, enhancing a trait (various spells, depending on the trait), making minor changes in appearance and physiology (Alter Body, made permanent) and create hybrids (biotech magic), but there doesn't appear to be a premade way to make larger changes to an existing creature; Teratism III can be used to add wings or other limbs, grant magical powers equivalent to lower level spells, etc. Clearly a spell that does this has Alter Body as a prerequisite, and probably Partial Shapeshifting, but what kind of energy costs would it have?

Multiplying the point cost of the benefit by 0.15 seems to do an okay job for partial shapeshifting, and really, all of those things are plausible to fit under the aegis of partial shapeshifting.

Based on Permanent Shapeshifting, a permanent Partial Shapechange would probably cost ~5x as much as the temporary version. Also I'd forgotten about Merging Shapeshifting, which is also right up this fellow's alley.
