Is Tk the right skill for this? How many levels would i need?

For specific purposes, a crushing wall or a force field is your best bet. For general use, you need enhanced time sense, and then you can make a power parry (see GURPS Powers) against bullets.

TK is the appropriate power, yes. As for levels, you should have enough ST for a Power Parry to be believable.

I wouldn't try it with Telekinesis unless it was maybe one bullet at a time. You'd also need to do the Parry Missile Weapons- Hand Catch thing from Martial Arts with your TK. This is definitely the hard way to do things.

If you want to do it Matrix-style where the character holds out his hand and a lot of bullets come to a stop that's DR with Area Effect. The bullets just stopping in mid-air rather than ricocheting off or whatever is a special effect.

It could also be Innate Attack (Crushing) with the Wall Enhancement

Or perhaps Create Kinetic Energy with the Destroy or Destroy Only modifier.

You don't need to perform a Power Parry - you can just use Parry Missile Weapons if you have Enhanced Time Sense and are Concentrating (thus keeping your TK already active at the moment the bullet is being fired).

Not if you want to stop bullets being fired at arbitrary targets, rather than just bullets being fired at you. If you only want to stop bullets being fired at you, DR with the force field enhancement is by far the easiest method.

Fine, add Sacrificial Parry. (And of course the proper level of the Technique for catching parried stuff.)

GURPS Psionic Power (pg 9) has a great example of how this can be done with a TK Power Parry

Terribly sorry but I still consider myself a newbie with the system. Is Power Parry just another name for powered defense such as in the example on page 9? Also the character in question has Enhanced Time Sense and Altered Time Rate. Would these give me a chance to dodge the bullets in the event that the Power Defense Fails?
