There is nothing preventing you from making an All-Out attack with an Innate Attack. And still keep half move forward. The limitation simply limit your options to only making All-Out Attack manoeuvres when using this ability.
Huh, where DID I read that? Anyway, you'd still be capped at a skill of 9 for Move and Attack. Not a good plan, really.

Move and Attack is yet another distinct Maneuver. Attack allows a step; All-out Attack allows half Move (forward only) with no penalty to attacks; Move and Attack allows full Move with a penalty to attacks and the cap of 9 on melee other than slams.

The Charging Headbutt is usable with AoA. It's built on IA, so strictly speaking it's not a "slam". But you might rule it that way to suit the design intent, in which case it would be exempt from the M&A attack penalties as well.

If I may through in another question sneakily, how would you represent an attack that when used gives you additional movement, but in a confined manner? For example, a cinematically high powered rifle that gives sufficient recoil to move the firer (if they desire it, this is cinematic), but only a fixed distance, and only opposite to the direction of fire.
