Correct. Attack and Defense values are never rounded, only the ratio to determine which column on the CRT to use. A1 spillover is mostly useless, but a 6 will still disable an armor unit or kill 1 INF. Which is better than nothing :)

And treads are definitely a special case outside of the DX rules, just like buildings with Structure Points are handled differently.
