Definitely not as an Ally, unless it's going to travel with you on your adventures rather than staying behind. I believe there are rules for buying a base as a variant Patron; in fact, I see that they're in GURPS Supers, which I wrote! You can also find rules for buying it as a variation on Signature Gear.

How to build what? Ordinarily I'd only buy something that isn't a person as an ally if it's a means to exceed the technological or biological capabilities of the setting.

A home base implies very strongly a place that's safe and both stores and supplies (if it's not just your own hidey-hole) equipment and food.
Which makes it a patron. That same can be done with a company you own or part-own. (which makes me think of doing that for my players, as they have people for organising party stuff, so a Patron 'corporation' comprised of thermselves and their staff is valid) But there are other uses; per above, check the Supers rules for bases.

What does the base do for the character? Answer that, and you'll know what Advantages to use or adapt.
For instance, I wouldn't define it as a Patron, because a physical place does not normally intervene actively to help, advise and provide guidance. Base, a Perk from Power-Ups 2, as suggested above, provides the character with a place that he doesn't need to buy with money and that is separate from his property as implied by his Status. This is a useful alternative to actually buying a Bat-cave, but only if you have Status 1 or higher (i.e., you can generally afford the real estate, even though the GM won't count the money to the last dime). However, Base may well be just an empty garage, or an empty apartment: nothing is said about equipment, stores, vehicles etc. To work around this, I wouldn't forbid a player from purchasing Base and SOP: On Alert, another useful Perk, to let him have a full kit bag always ready in case of emergency and keep it hidden in the Base, instead of at home or with him at all times. The equipment would only be what he can normally have available and buy. |

I don't understand the question. Aside from some base-building rules mentioned above, if we're just using the Basic Set, you build a base by citing the justification for your character having a base. Who paid for it? Your Patron? Does the Patron have those kinds of funds and willingness to build the base? Your own Wealth? Are you that Wealthy? Did you take it over on an adventure (in which case, it's free)?
I don't see a need to define a base as part of your character. You just need to explain the resources you called upon to get a base. |

This perk very specifically gives you a safe base of operations from which to work. You don't need to stat anything. If you want a better base of operations, spend money on one. It's really pretty straight forward.
