Best multi purpose minis?

I am looking for the best multi purpose minis, as in customizable throughout a game. I was thinking legos as everyone seems to recommend this the most. Where does everyone get their lego minis? Is there a website that sells minis and accessories in bulk? I can't afford to pay $5/mini, especially since I need lots of different guns and clothes. I am all ears for any other suggestions.

I would trawl BrickLink stores for suitable figures that’re common enough to be cheap. Check Brickarms’ clearance specials for packs of weapons.

I use square flat cardboard counters as used in The Fantasy Trip, as they are very easy to create, store, and use in play - no problems with determining facing, lying down bodies (flip them over for kneeling, and place on a line between two hexes for lying down), or having them tip over.
