I always thought it is general rule. But QAF says you can play Duck of Earl on Level 9.
Is there any other cards that give me a level and I can play it on Level 9 for other effects?

Duck of Earl is a weird card, granted.

In the first place is Duck of Many Things.
It is similarity (not identical) with Duck of Earl, but MM says

I am comfortable overruling a post from eight years ago and saying that yes, you can play Duck of Many Things for all the other effects even if you can't go up a level.

I feel I will be sorry for start this thread. I hate when you chenge rulings.

Anyway. Where is the edge? Why Steal a Level prohibited, but Duck of Many Things is allowed?

The game evolves and what seemed like a valid ruling at one time doesn't fit when looking back.

The primary purpose of Steal a Level is to go up a level - it happens that you get that level by stealing it from another player. Duck of Many Things does many things (duh), one of which happens to be going up a level. But that's not the primary point of the card; it's just one out of half a dozen effects.

If the card has the instruction Go Up a Level (or something very similar) printed in large type at the bottom, it cannot be played for the winning level unless rule text on the card allows it. It can only be played for a secondary effect if the secondary effect takes place instead of the primary effect (there are several cards of that type in Munchkin 7, for instance). By this rule, neither of the cards you cited can be played at Level 9*.

If the card does not have that instruction at the bottom, it becomes a bit of a judgment call. If the main effect of the card is to give you a level (e.g., Steal a Level, where the mechanic for getting the level is stealing it from another player), then no, you can't play it when you're at Level 9. If going up a level is just one of several effects in the course of resolving the card (e.g., Duck of Many Things), then yes, you can play it for those other effects and ignore the "go up a level" part of the card.

* Unless you are playing Epic, in which case this applies to Levels 19 and 20, and I'm going to quit leaving this footnote because if you play Epic you already know it and if you don't play Epic you don't care.
