Is the Out to lunch card unbeatable?

Will the out to lunch card stop anyone from levelling up no matter what? If it does end all combats, and cannot be beaten with any other card, it will be almost impossible to win for the ones who doesn't hold the out to lunch card. Or are there ways to beat the out to lunch card?

Some cards can cancel other cards. One that comes to mind is Annihilation, from Munchkin 2.

Also, note that Out to Lunch is played in ONE combat, after that, the card is discarded

It doesn't say usable only once or anything like that on the out to lunch card...

"Usable once only" is usually only found on Item cards. It's because you can put a one-shot item into play without using it, typically to avoid having to give Charity at the end of your turn.

Other cards don't need to say "usable once only" because once you play them and their effects are resolved, they go to the discard pile.

Out to Lunch is a Door card; most Doors are only in play long enough to resolve their effects. Cards that define your character (Class, Race, etc.) and some Curses with ongoing effects are an exception.

Can out to lunch card be played any time during a combat, or do you have to play it imidiately before other players have interfered in the combat with various cards?

At any time before the combat is over.

Out to Lunch ends the combat. Unless the card says otherwise (and it should not, in this case), you should follow all the basic rules of ending the combat, which means that all cards that were part of the combat, including Out to Lunch, get discarded.
