Harpoon gun for Dr. Morray

I have a villain (dr. Morray) who has a harpoon gun. He will be using it to snare victims and drag them to their doom.

So far I have this based on the Greener Harpoon Gun from High-Tech.

Impaling Attack 5 (Harpoon Gun; Extra Recoil (Rcl 5+);
Gadget/Breakable: DR 16-25; Gadget/Breakable: Object is
complex machine; Gadget/Breakable: Size -1 or -2;
Gadget/Can Be Stolen: Thief must win a Quick Contest of DX
or ST; Requires Ready; Superscience; Damage Multiplier (x2);
High-Tech) {p. B61, P53} 16points

The part I am having trouble with is the tether and dragging the unwilling victim by its flesh back to the villain.

Well, if you look at the steel cables on B558, you can extrapolate a 1/8" cable with DR7 and HP11. That's somewhat resistant to being broken or cut by people with normal strength, immune to crushing damage, and should be reasonably flexible.

However, based on the harpoon on B276, the victim or someone helping them can tear it out with a ST roll, doing half the damage that it did going in. So maybe you need to build the grapple effect as a power too.
