Why are there promo cards that aren't listed?

http://www.worldofmunchkin.com/cards/ has the list of promo cards, I'm just curious as to why there are promo cards that are not on this list. Maybe they're not considered promo cards? Ex: Munchkin Bites! has nothing listed although I've seen one or two floating around. Does that page not include the cards that come with items such as the cards included in the Zombie pawns?
